Employment policy in Spain is regulated by the Law 3 / 2023 , 28 february employment,, whose objective is to promote and develop the planning, coordination and implementation of employment policy and guarantee the exercise of guaranteed services and supply of a portfolio of services provided to persons or entities seeking public employment services, in order to contribute to employment and unemployment reduction, improving the employability, reducing structural gaps and boost social and territorial cohesion.

The employment policy, the active employment policy, with a comprehensive and inclusive configuration, and the policy of protection against unemployment, whose design and implementation should be coordinated through the collaboration of public administrations concerned and with the participation of the social partners.

The active employment policies (Title III, of the law 3 / 2023 employment), the set of decisions, actions, services and orientation programmes, including brokering, employment, training and advice for self-employment and entrepreneurship, devoted to foster the creation of employment; improving the employability of persons seeking employment services and improve their access to employment, employment or self-employed; the full development of the right to decent employment, stable and quality; decent work generation; as well as, to the objective of full employment, in accordance with the provisions of articles 35 and 40 of the constitution and in the framework of a coordinated strategy for the use of the european Union. The simultaneous adjustment between supply and demand, guaranteeing collective persons belonging to a specialized care priority is, therefore, our priority in active employment policies.

They are instruments of planning and coordination of employment policy:

• TheStrategy for Active Support to employment, which is governed by article 12 the law 3 / 2023 , 28 february, and adopted by royal decree, aims to determine how it should be the activation of the national employment System (hereinafter, and whatever national employment System or MNS) of the next four years to coordinate the active employment policy and labour intermediation to deploy jointly by the state.
• TheAnnual plans for the promotion of Decent Employment, defined in section 13 the law 3 / 2023 employment, specifies the objectives to achieve in a year in the whole of spain and in each of the autonomous communities, guided by the objectives of the strategy, including services and programmes implementation or across the state and of each autonomous community and the public employment service state level in their respective areas of competence, articulated around the six areas of active employment policies and financed through state funding, as with private means, as well as the indicators used to assess progress in achieving these objectives, so that the Plan becomes common in the management of activation policies.
• TheIntegrated system of Public Information of the employment servicesarticle 14 the law 3 / 2023 employment, is the technical tool for the coordination of national employment System, is a common information network for all public and private structure of employment, organized for the benefit of persons seeking employment services and individuals, corporations and other entities employers using the same.
